Sweet and sour coleslaw

1/2  head green cabbage, chopped
1 carrot finely shredded (1 cup)
1 green bell pepper, chopped
4 green onions, thinly sliced
1/2 cup sugar
1/2 cup white vinegar
1/4 cup vegetable oil
1 teaspoon ground mustard
1/2 teaspoon celery seed
1/2 teaspoon salt

Mix in a bowl, chill for 3 hours, stir every 30 min until uniform
